The Board of the National Petroleum Corporation of Namibia (NAMCOR NAMIBIA) has announced the appointment of Maureen Hinda-Mbuende as Interim Managing Director, effective 25 August 2025, for a period of six months. Her appointment follows a recommendation and endorsement from the shareholder as part of its continued support to NAMCOR NAMIBIA, aimed at providing the necessary resources to stabilise its operations and strengthen the company’s capacity to deliver on its mandate.
With a strong background in finance, internal audit, governance, and institutional management, Ms. Maureen Hinda-Mbuende brings a wealth of experience from the private and public sectors. She holds a Bachelor of Commerce degree from the University of the Western Cape in South Africa. She has served as Deputy Minister of Finance and Public Enterprises; Deputy Minister of Home Affairs, Immigration, Safety and Security; Deputy Minister of International Relations, Regional Manager: Central at the National Housing Enterprise; and Manager of Finance at the then City Savings & Investment Bank. She has served on a number of Boards including Agricultural Bank of Namibia and Namibia Press Agency (NAMPA).
This transition allows the outgoing Acting Managing Director, Ms. Victoria Sibeya, to focus her expertise on the upstream petroleum portfolio, a sector gaining significant momentum. Ms Sibeya has a strong track record in exploration management and strategic negotiations, leading high-level agreements with international oil majors and positioning Namibia as an emerging hydrocarbon frontier.
