The Namibia Institute of Public Administration and Management (NIPAM) Governing Council has announced the appointment of Dr. Heroldt Murangi as the Executive Director for a period of three years, effective 01 January 2025.
Dr. Murangi holds a Doctor of Philosophy (PhD) in Education Management, Law, and Policy Studies from the University of Pretoria, South Africa, a Master of Adult Education (Med) from the University of Massachusetts, USA, and a Bachelor of Education (BEd. Hons) from the University of Namibia. He has over 36 years of working experience, which is marked by significant leadership roles and a deep commitment to education and training.
He served as the Chief Executive Officer (2007-2023), Deputy Director, and Regional Manager at the Namibian College of Open Learning (NAMCOL). In addition, he has made remarkable contributions to the Ministry of Education and Culture where he served as an Inspector of Education and a Teacher, respectively.

Under Dr. Murangi’s leadership, NIPAM aims to strengthen its training and capacity-building initiatives for public sector employees; enhance strategic partnerships with local and international stakeholders; advance its role in policy advisory and consultancy services to support national development goals and drive excellence in service delivery, ensuring NIPAM remains a trusted partner for public administration and management training.
