CRAN appoints Pascal Haingura as executive for engineering and technical services

The Communications Regulatory Authority of Namibia (CRAN) has announced the appointment of Pascal Haingura to its executive team, effective 01 October 2025. Haingura will assume the position of Executive: Engineering and Technical Services.

In his new role, Haingura responsibilities will include overseeing all technical resources, facilitating infrastructure sharing, and managing the radio frequency spectrum, managing technology and standards and numbering resources to ensure optimal and efficient service delivery.

Haingura is a seasoned Information Technology professional with over 16 years of extensive experience spanning Software Engineering, Data Analytics, Digital Transformation, Project Management, IT Operations, and Infrastructure Development. His leadership has been demonstrated across diverse sectors, including energy, academia, and finance, where he has successfully developed IT strategies and policies, managed IT departments, and driven innovative technological solutions.

He holds a Master of Philosophy in Inclusive Innovation, a Master of International Business in Digital Transformation and Business Law, a Bachelor of Science Honours in Computer Science, and a Bachelor of Science in Information Technology. Currently, Haingura is pursuing a Master of Informatics in Data Analytics at the Namibia University of Science and Technology (NUST).

Commenting on his appointment, Haingura said, “I am honoured to join CRAN and look forward to contributing to Namibia’s digital growth by strengthening our telecommunications and broadcasting infrastructure. I am committed to leveraging my experience to support CRAN’s mission of fostering a fair, competitive, and innovative communications environment.
