The City of Windhoek has publicly denounced attempts by a small group of individuals to disrupt the first in a new series of public meetings, which commenced on 3 September 2025. The inaugural meeting for the Windhoek West Constituency was held at the Rocky Crest Multi-Purpose Centre.
In a media release issued on Thursday, the City expressed regret that while the majority of attendees participated constructively, a few deliberately attempted to undermine the proceedings. The municipality strongly discourages such behaviour, emphasising that these meetings are convened solely to provide a platform for open dialogue between the Council and the community on developmental and service delivery issues.
The City explicitly stated that the forums are not intended for lobbying or political campaigning. It reminded residents that Public Meetings are non-political platforms designed to promote inclusivity, transparency, and constructive discussion on municipal affairs. The administration warned that disruptions or any behaviour aimed at derailing the objectives of these engagements will not be tolerated, and orderly participation with mutual respect is a strict requirement.
Citing its legal authority, the City referred to Section 88 of the Local Authorities Act, 1992 (Act 23 of 1992), which empowers local authorities to convene public meetings and establish their format. Under this mandate, the City is entrusted with ensuring all meetings remain peaceful, orderly, and focused on municipal matters. The release stated that any individual or group attempting to disrupt or politicise the meetings will be cautioned and, if necessary, removed from the proceedings.
Reiterating its commitment to inclusivity and citizen engagement, the City of Windhoek appealed to all residents to use the scheduled meetings as constructive platforms to share ideas, raise concerns, and collaborate with the Council in a spirit of partnership.
